Minutes of the meeting of the Membership Sub Committee of the Delhi Golf Club held on Wednesday, 13 October 2021 at 12 Noon in the Board Room.

1.    ACTION TAKEN REPORT OF THE MINUTES OF THE MEETING HELD ON 17 AUGUST 2021.   

 

The Action Taken Report was noted.

 

The Committee noted that Mr. Karan Abbott had not paid Entrance fees within one month from the date of issue of grant letter.  It was decided that the offer given to him be withdrawn.

 

2.    RESIGNATION:

 

The Committee accepted the following resignations with regret:

 

a)    Mr. Vijai Kapoor (K557) resigning as ‘M/W’ member.

 

b)    Mrs. Mohini Chowdhry (C140) resigning as ‘M/W’ member.

 

c)    Mrs. Joan Kalra (K280) resigning as ‘SS’ member.

 

d)    Mrs. Lalita Bhat (SS184) resigning as ‘SS’ member.

 

3.    APPROVAL OF APPLICATIONS FOR TENURE MEMBERSHIP: -

 

The Committee noted that there were 14 vacancies for Foreign Tenure / Corporate Tenure memberships.   In view of this, the Committee approved Foreign Tenure / Corporate Tenure memberships on the basis of receipt of application form. 

 

 

a)    FOREIGN TENURE:

 

(i)    Mr. Juichiro Suzuki, Coordinator, Japan Plus, Invest India / Ministry of Economy, Trade and Industry, Japan, is recommended for Foreign Tenure ‘C’ membership subject to Golf Test / Handicap Certificate. (Nationality: Japan) (Date of receiving of application: 11/09/2021)

 

(ii)   Mr. Sukhpal Singh Ahluwalia, Non-Executive Chairman, Dominvs Group Ltd. (previously was a Foreign Tenure ‘M/W’ member) is recommended for Foreign Tenure ‘M/W’ membership.  (Nationality: British) (Date of receiving of application: 16/09/2021).

 

(iii)  Mr. Michael Robert Chandler, Diplomat, US Embassy, is recommended for Foreign Tenure ‘C’ membership subject to Golf Test / Handicap Certificate. (Nationality: USA) (Date of receiving of application: 18/09/2021)

 

b)    CHANGE OF CORPORATE NOMINEE:

 

(i)    Mr. Sanjeev Tokhi, Director (Exploration), M/s. ONGC Videsh Limited, Handicap 15.2 from Bombay Presidency Golf Club Ltd., is recommended for Corporate Tenure ‘M/W’ membership in place of Mr. Sudhir Sharma (CPD126.

 

(ii)   Mr. Kaukab Shamshi, Senior Vice President, M/s. Citibank, is recommended for Corporate Tenure ‘C’ membership subject to Golf Test / Handicap Certificate in place of Mr. Aditya Agarwal (CPG50).

 

4.      APPROVAL OF CORPORATE MEMBERSHIPS AND ITS NOMINEES;

 

The following corporate memberships and nominees were approved:

8.      LETTER DATED 29 SEPTEMBER 2021 FROM MR. SANDILLYA GOSWAMI REQUESTING FOR TRANSFER OF APPLICATION OF LATE DR JAYANTA MADHAV (IB2522 DATED 16.11.1989) IN NAME OF HIS SPOUSE MRS. CHANDANA MADHAV.

 

The Committee opined that Article regarding transfer of application of an applicant had been defeated in the AGM and the Bye – Law for transfer of application was no more valid and in future, no request for transfer of applicant of the deceased applicant will be entertained. Hence, the Committee rejected the request for transfer of application. 

 

The relevant Bye – Law may be updated.

 

9.      LETTER DATED 08 SEPTEMBER 2021 FROM MS. PAYAL KAPUR (IB3584) REQUESTING TO PAY ENHANCED REGISTRATION PAYMENT.

The Committee approved that Mr. Payal Kapur would have to pay the enhanced registration fees at the same rate as applicable in the year 2006 plus applicable compound interest.  After making payment, her application will be termed ‘Active’.

10.    LETTER DATED 03 AUGUST 2021 FROM MR. G. KAMALA VARDHANA RAO REQUESTING FOR LIFE MEMBERSHIP.

 

As there is no provision in the Club Articles, the Committee decided that his request for Life membership cannot be acceded to.

 

11.    EMAIL DATED 04 OCTOBER 2021 FROM MR. ASEEM TIWARI REQUESTING FOR REFUND OF ADVANCE ENTRANCE FEES.

 

The above matter was deferred.

 

12.    EMAIL DATED 02 SEPTEMBER 2021 FROM MR. AJAY KUMAR GUPTA REGARDING HIS DATE OF ELECTION AS AN ASSOCIATE ‘C’ MEMBER.

 

The Committee discussed the case of Mr. Ajay Kumar Gupta.   In the light of his application form available in the Club records, the fact was clear that this Application Form was recreated by the committee on the basis of the decision taken in Membership Committee meeting held on 1st Sep 2010 to reinstate his case.  Hence, his seniority is being counted from dated of becoming ‘C’ member.

 

During the examination, Committee did not find any other facts / figures about his seniority date.

 

In view of the above the request raised by the Mr. Ajay Gupta was rejected by the Committee.

 

13.    LETTER DATED 29 SEPTEMBER 2021 FROM MR. ARUN JHA REQUESTING TO CONDONE THREE MONTHS’ DELAY IN APPLYING FOR MEMBERSHIP OF THE CLUB UNDER DEPENDENT CATEGORY FOR HIS SON MR. UTKARSH YASH.

 

As there is no provision to condone delay in apply for membership of the Club under Dependent Category, the request from Mr. Arjun Jha was rejected.

 

14.    LETTER DATED 07 SEPTEMBER 2021 FROM MR. PUSHPINDER SINGH PUNIHA (P245) REQUESTING FOR RESTORATION OF APPLICATION OF HIS SON MR. ABHAY RAJ SINGH.

 

The Committee discussed the request from Mr. Pushpinder Singh Puniha.  The Committee opined that a cheque had already been issued by Club towards refund of application money. The Committee rejected the request for restoration of application of his son’s application.

 

15.    EMAIL DATED 06 SEPTEMBER 2021 FROM MR. DINESH KUMAR (IS1837) REQUESTING FOR CONSIDERATION OF HIS APPLICATION FOR MEMBERSHIP UNDER INDIAN SERVICE CATEGORY.

 

As there is no provision to consider application of retired Govt. Official in Indian Service Category, the Committee rejected the request from Mr. Dinesh Kumar.

 

16.    EMAIL DATED 17 SEPTEMBER 2021 FROM MR. SOMESH GOYAL (IS1840) REQUESTING FOR CONSIDERATION OF HIS APPLICATION FOR MEMBERSHIP UNDER INDIAN SERVICE CATEGORY.

 

As there is no provision to consider application of retired Govt. Servant in Indian Service Category, the Committee rejected the request from Mr. Somesh Goyal.

 

17.    EMAIL DATED 16 SEPTEMBER 2021 FROM MR. RATAN KAPOOR (K588) REGARDING DIVORCE CERTIFICATE.

 

The Committee discussed the above matter.  It was decided that Mr. Ratan Kapoor may be requested to submit certified copy of Court Judgement regarding his divorce and as also a certified copy of marriage certificate. 

 

18.    LETTER DATED 30.08.2021 FROM MRS. NIDHI MADAN W/O. LATE MR. ANIL MADAN REGARDING MR. SAARTHAK CHHIBBER.

 

The Committee discussed the above letter from Mr. Nidhi Madan.  The Committee opined that a legal opinion be taken.

 

 

19.    OTHER POINTS:

 

 

a)    Status of applications of all categories at the Club’s Website:

 

Chairman Membership apprised the Committee of the email received from Mr. Prabhash Jain regarding status of applications of all categories (IB, IS, DT & DL) to be uploaded at the Club’s website. 

 

In order to have total transparency in membership affairs, it was decided that status of applications of all categories (Registration no. and date) be uploaded at the Club’s website. 

 

b)   Definition of Outstation member:

 

The Committee deliberated on definition of an outstation member.  After due deliberations, the Committee opined that, for handicap purposes only, the members who were residing in Gurgaon, Noida, Greater Noida and Faridabad may also be considered as outstation members.  

 

The above may be incorporated in the Bye – Laws.

 

c)    Bye – Law regarding refund of Advance Entrance Fees:

 

The Committee noted that as per existing Bye – Law, the advance entrance fees, which was charged from Senior Dependents, was refundable only to Senior Dependents Applied in Time but not refundable to Senior Dependent Applied Late.     

 

It was proposed that the Bye – Law may be amended and advance entrance fees should also be refundable to Senior Dependents Applied Late retrospectively.

 

It was decided that the above proposal be put up before the General Committee for necessary amendment.   

 

  The above may be incorporated in the Bye Law.

 

d)   Case of Mr. Aman Dewan:

 

The Captain apprised the Committee of the recommendations of the Disciplinary Committee made in the case of Mr. Aman Dewan (Annexure – I).

 

After due deliberations, it was decided that his year of birth be corrected as 1975 instead of 1968 in the Club records and there will be no other changes in his status in any way.  

 

e)    Letter dated 16 September 2021 from Mr. Udayan Lall (L099) regarding application of his daughter Ms. Rasika Lall (SL159). 

 

The President was requested to constitute a Fact Finding Committee to look into such type of cases.   It was decided that the above letter be put up before the Fact Finding Committee when constituted.

 

f)     Approval of Corporate membership:

 

The Committee approved the Corporate membership of M/s. RITES Limited and its following nominees:

           

(i)    Mr. Rahul Mithal, CMD, M/s. RITES Limited, subject to Golf Test / Handicap Certificate. 

(ii)   Mr. Ashok Kumar, CVO, M/s. RITES Limited, subject to Golf Test / Handicap Certificate. 

 

g)   Handicap requirement from Senior Dependents (SD/SL):

 

It was decided that Sr. Dependents, who had paid advance entrance fees in 2016 were not required to submit current handicap at the time when their turn comes up for new membership.  However, those Senior Dependents who did not pay the Advance Entrance fees in 2016, would be required to submit current handicap (not older than six months) at the time of becoming a member.
